Man accused of firing at police, assaulting neighbor

A Seneca County man is facing numerous felonies Tuesday after an early morning standoff at a Waterloo trailer park where he is accused of assaulting his neighbor and shooting at police officers.

Emergency responders were called to 890 Waterloo-Geneva Road in Waterloo around 2:30 a.m. Tuesday to investigate an assault at a residence, said Major Kevin Sucher of the New York State Police. The incident escalated into a standoff involving a resident of the trailer park Randy Mark Davis Jr. 45, and troopers as well as Seneca County sheriff's deputies.

Davis is accused of repeatedly shooting at responding officers at the scene, which sparked an hours-long stand-off that required police to evacuate residents from some nearby mobile homes and to close several roads in the area.

“Despite efforts to negotiate, Davis continued to fire at officers," Sucher said at a late morning news conference.Davis is accused of forcing his way into a neighbor's residence early Tuesday morning, attacking the homeowner and stealing that man's guns. He is also accused of moving to an adjacent residence during the encounter and stealing a cellphone from inside that residence before moving back into the original trailer, Sucher said.

From there, he started firing at propane tanks, Sucher said. He was apprehended by police after he left the trailer when police deployed C2 ethane gas inside the residence.

The neighbor - a man whose name was not released - suffered serious injuries and was taken to an area hospital for treatment, Sucher said. No other injuries were reported. Sucher said that the two men were neighbors and that he was not clear what their dispute was about.

Felony charges are pending, including at least five counts of aggravated assault on a police officer, a weapons possession charge and an assault charge, Sucher said.

Sucher said that police were familiar with Davis, but did not cite a criminal history. Troopers continue to investigate the incident. Further details were not released.
